Position Title: Construction Manager Representative 

Reports to: Operations Manager

Location: Mosca, CO

Employment Status: Full-Time, flexibility is required as hours may vary, including after-hours, weekends and/or holidays based upon the construction contractor’s schedule.

FLSA Status: Exempt 


Position Summary: Aldevra is currently seeking a qualified Construction Manager Representative (CRM) to support the National Park Service in Mosca, CO. This position is contingent upon contract award.


DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following:

  • Review and become familiar with all contract documents. Review in detail and become knowledgeable in the requirements of the construction specifications and drawings.
  • Review and verify completeness and accuracy of the construction contractor’s Division 01 Specifications submittals.
  • Review Construction Contractor Quality Control (CQC) Daily Reports for accuracy, completeness, and compliance with construction contract documents. Compare to CMR Daily Reports and immediately notify the COR of discrepancies.
  • Organize, facilitate and document preparatory, initial and follow-up inspections for the work tasks that warrant the 3-phase inspection process. Prepare a list of the work tasks that will require 3-phase inspection processes at the beginning of contract performance.
  • Review all construction materials and equipment upon delivery to the site and cross-check with approved submittal and/or applicable contract requirements. Notify the COR immediately of material deliveries or equipment that does not conform with approved associated submittal(s) or applicable contract requirements.
  • On a weekly basis, receive and review the Prime and Subcontractor’s certified payrolls and payroll logs for the on-site laborers and mechanics. Review payrolls for compliance with Department of Labor requirements in accordance with the DSC Payroll Checklist. Notify the Contracting Officer of any discrepancies, errors, or underpayments found through review of certified payrolls, and assist in obtaining corrected payrolls. 
  • Perform labor interviews periodically, documenting the interview through completion of a SF1445 Labor Standards Interview. At a minimum, interview at least one employee for each different company performing on site during the construction contract performance period.
  • Coordinate and communicate with NPS, construction contractor, and other project stakeholders as necessary and to ensure the project is progressing efficiently and effectively.
  • Arrange, attend, and facilitate a variety of meetings including, but not limited to, weekly construction progress meetings both virtually and on-site, internal meetings with the Government, meetings with the DB contractor, AHJ, or other required inspections, and negotiations between the Government and Contractor, as required. More than one weekly construction progress meeting may be necessary, such as a separate meeting for each project component (Lodge and Water).
  • Monitor, observe, inspect and document the work of the construction contractor for progress, workmanship, quality and compliance with the contract requirements as specified in the contract documents, applicable building codes, and safety standards.
  • Receive, log, review and process the construction contractor’s technical, informational, material, and equipment submittals for completeness, accuracy, and compliance with construction contract documents prior to forwarding to the project team for review.
  • Review, verify completeness and accuracy of and log the construction contractor’s Requests for Information (RFIs). Route to appropriate project team member for action.
  • Assist in resolution of, draft response, track, and follow up on RFIs and maintain a current RFI Tracking log.
  • On a monthly basis or as necessary based upon construction contractor preparation of payment application (invoice) packages, review the construction contractor’s draft application for payment (progress payment / invoice request) and recommend changes or corrections based upon actual work performed.
  • Assist the Government, as needed, to facilitate, develop and manage documentation relevant to contract changes, modifications and disputes.
  • Coordinate critical point, special, beneficial occupancy, and final inspections by the DB Contractor and/or by the NPS CO and CORs or other inspectors provided by the Government (such as the NPS Regional Fire Code Official / AHJ) so that construction work can be reviewed and inspected by the Government and its officers and agents in a timely and efficient manner.
  • Review the construction contractor’s Operation & Maintenance (O&M) manuals, warranties, guarantees, and closeout submittals. Verify they are complete and in compliance with construction contract documents. Immediately notify the COR of discrepancies found.
  • All other duties as assigned.

Qualifications:

  • Bachelor’s degree or equivalent in construction management or directly related field.
  • Minimum of 15 years of experience in construction or construction management or directly related field.
  • Minimum of 10 years of experience in construction or construction management or directly related field on residential or commercial construction projects with similar scope and magnitude to this project. 
  • Knowledge and experience performing similar duties and responsibilities on construction projects that are similar in scope, magnitude and complexity to this project. 
  • Knowledge of and experience performing or inspecting similar construction scopes of work and applicable construction trades and techniques so that the CMR can observe, document and confirm conformance to the contract’s technical requirements, plans and specifications.
  • Computer and technology literacy and abilities such as: 
  • Utilizing PCs and mobile devices
  • Accessing the internet to perform tasks and responsibilities utilizing the CM software Management program, use of MS Teams to create, facilitate and record meetings, make calls and share screens, 
  • Ability to use and manipulate files in Microsoft Word, Excel, Adobe PDF, MS Project and other software programs typically utilized for construction management services.
  • Ability to stand and walk for a significant portion of the on-duty time each work day on a daily basis to observe contractor performance, including the ability to walk around construction sites and walk over uneven and rough surfaces and in rugged terrain. 
  • Ability to walk up stairs, get onto and use scaffolding, ladders, catwalks and/or a lift to access and view building walls and roofs, walk on roofs, use ladders, and be tied off using a Personal Fall Arrest System (PFAS). 
  • Ability to follow safety protocols and to enter confined spaces to observe construction progress such as crawling, bending, stooping, climbing, etc. 
  • Ability to perform all duties and responsibilities in all expected weather conditions. 
  • Ability to work in an office and operate a computer system for a significant portion of the on-duty time each workday on a daily basis.
  • Completion of the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
  • Ability to read, interpret and understand the Construction Contract, Plans and Specifications. 
  • Ability to communicate effectively orally and in writing.  
  • Knowledge of construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.
  • The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. 
  • The ability to define and document scope changes either required by NPS or a result of a differing site condition.  
  • The ability to understand and document negotiations between the Government and the construction contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. 
  • Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities.
  • Ability to legally operate a motor vehicle to access the work locations.
  • No conflicts of interest which could be perceived as precluding the CMR’s ability to serve in an unbiased and impartial manner.
