Position Summary

We are seeking an experienced Construction Management Representative (CMR) to support a federal construction project at Yellowstone National Park. The CMR will provide construction oversight, technical review, documentation, and coordination between the Government and Contractor during the construction of civil utilities and wastewater infrastructure.

This role requires significant on-site presence during active construction seasons and remote support during winter months. The successful candidate will have extensive experience in construction management, wastewater treatment infrastructure, and federal construction project oversight.

Essential Duties and Responsibilities

Construction Oversight

• Provide on-site construction management support during active construction seasons.
• Observe contractor work to ensure compliance with contract plans, specifications, and safety requirements.
• Attend all inspections, including preparatory, initial, follow-up, and substantial completion inspections.
• Monitor construction quality, workmanship, and safety compliance.

Meetings & Coordination

• Facilitate weekly construction progress meetings.
• Prepare meeting agendas one business day prior and meeting minutes within one business day after meetings.
• Attend contractor safety meetings and coordination meetings.
• Participate in negotiations and document discussions between Government and contractor.

Documentation & Reporting

• Prepare daily field reports documenting progress, safety, quality, and construction activities.
• Upload reports and photographs to construction management software systems.
• Track deficiencies, punch list items, and provide cost estimates at substantial completion.
• Review and track submittals, RFIs, and contractor documentation.

Administrative Oversight

• Review contractor pay applications and complete required payment checklists.
• Conduct weekly certified payroll reviews for Davis-Bacon compliance.
• Perform labor interviews (SF1445).
• Maintain logs for submittals, RFIs, and project documentation.
• Review contractor Quality Control (CQC) reports and compare against CMR documentation.
• Manage documentation within NPS SharePoint and construction management systems.

Technical Analysis

• Assist with Independent Government Cost Estimates (IGE) using industry estimating software.
• Conduct proposal analysis in accordance with FAR Part 15.
• Analyze Critical Path Method (CPM) schedules and Time Impact Analyses (TIA).
• Evaluate scope changes and differing site conditions and support documentation of negotiations.

Communication Protocol

• Communicate scope discrepancies only to the Contracting Officer (CO) or Contracting Officer’s Representative (COR).
• Notify the CO immediately of non-conforming work.
• Maintain professional and neutral communication with all stakeholders.
• Protect procurement-sensitive information.

Education, Experience, and Technical Skills

• Bachelor’s Degree in Construction Management, Civil Engineering, or related field.

Experience

• Professional Civil Engineer (PE) License OR 10+ years of qualifying construction management experience.
• Minimum 10 years of construction management or trade supervision experience in civil utilities construction.
• Experience with:
• • Wastewater treatment plant construction
  • Pipeline infrastructure
  • Wastewater treatment processes
• Experience reviewing construction plans and specifications.
• Experience with SCADA systems, telemetry integration, lift stations, pump stations, digesters, or similar infrastructure.
• Experience working on federal construction projects preferred.

Certifications

• OSHA 30-hour Construction Safety Certification

Technical Skills

Experience with:

• Independent Government Cost Estimates (IGE) development
• Proposal analysis per FAR Part 15
• CPM scheduling and Time Impact Analysis
• Construction management software systems
• RSMeans, PlanSwift, or similar estimating tools

Preferred Experience

• Experience working in remote or seasonal environments (mountain, national park, or similar locations).
• Familiarity with National Park Service (NPS) or Denver Service Center (DSC) construction workflows.
• Experience with federal construction compliance and documentation procedures.
• Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
• Must have or be able to obtain and maintain a valid driver's license

Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.

This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.

Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
